Home Repairs and Electrification for Low-income Households

Electrifying appliances and making home repairs creates a more comfortable and healthier home and reduces utility bills. However, for low-income customers, the cost and complexity of these projects pose a significant barrier. 

In 2021, PCE launched a turnkey service to provide no-cost home repairs and upgrades, energy efficiency and electrification measures to low-income customers to address this barrier. The program focused on customers with critical home needs and addressed the funding gap between existing offerings for low-income customers and PCE’s desire to help low-income customers electrify their homes. RHA administered and implemented the program, including contractor recruitment and management, outreach, installation management, and quality assurance.

  • Designed and delivered concierge services to participating customers
  • Oversaw program operations, including customer outreach, education, screening and enrollment services and installation of electric appliances and home safety and comfort repairs
  • Selected, managed and trained skilled contractors to deliver quality and safe installation services
  • Developed and maintained installation standards and program tools, including a home assessment template, to support efficient and effective delivery
