CSD works to reduce poverty for Californians by administering local community services and energy programs through a network of local providers. The programs are designed to help low-income families, individuals and communities achieve and maintain economic security, meet their home energy needs and reduce their utility costs through energy efficiency upgrades and access to clean, renewable energy.

RHA has been a long-standing partner to CSD, helping them meet the needs of their staff, local service providers and energy programs through a range of field and online training, standards and curricula development, research and technical assistance services.
