Saving Water in The City of Fresno

In 2021, the City of Fresno began exploring ways to enhance the water conservation of low-income customers who were minimally participating in the City’s rebate programs. This led the City of Fresno to partner with RHA to pilot a low-income Water Conservation Program.

The Water Conservation Program pilot offered no-cost water conservation services to customers qualified for the City’s rate-payer assistance program or PG&E’s income-qualified Energy Savings Assistance (ESA) Program. The pilot leveraged PG&E ESA’s outreach and contractor network to reach these customers and offer assessments, high-efficiency toilet installation, water agency kits and customer education.
