Setting Quality Standards

The Energy Savings Assistance Program is a core California utility program that installs no-cost energy efficiency measures for low-income Californians. Delivered regionally by utilities regulated by the California Public Utilities Commission, RHA lends our technical expertise to ensure consistent, quality and safe installation standards are followed statewide.

We developed the original “California Installation Standards for the Energy Savings Assistance Program,” encompassing measure installation guidelines for single-family, multifamily and mobile homes. RHA updates the standards as needed to ensure continued alignment with weatherization best practices and California building codes.

Program

Activities

  • Developed the original “California Installation Standards for the Energy Savings Assistance Program,” used statewide by utilities that deliver the program
  • Update the standards as needed to support the program and the utilities that administer it, including Pacific Gas and Electric, San Diego Gas and Electric, Southern California Edison and Southern California Gas Company
  • Developed and maintain the Multifamily Whole Building Program Measure Specifications, starting in 2023
  • Provide as-needed technical assistance to projects initiated by utilities
